Del govt notifies transfer guidelines for health professionals

A doctor in his last year of service will not be transfered to a new posting except on request, according to Delhi Government's new guidelines for transfer of its medical staff.
Transfers would normally be made once in five years and if both the husbands and wife are in Delhi Health service, attempts will be made to post them at the same or nearby place.
"In order to ensure manpower development and to equip them to handle senior assignments, all the doctors will be suitably rotated among various assignments both clinical and administrative," as per the guidelines for transfer and posting of Specialists (non-teaching) and General duty medical officers (GDMOs) in Delhi Health Services (Allopathy) formed by the Health department.

According to the guidelines, initial appointments of Specialists (non-teaching) would be in peripheral hospitals having a bed strenght upto 250, then move to non peripheral hospitals having upto 250 beds and then into tertiary care centres having more than 250 beds.
Intitial appointment of medical officers would be at Primary health care centres and GDMOs with post graduate qualifications will be appointed initially in peripheral hospitals having upto 250 beds and thereafter in non-perperipheral hospitals.
However, postings at peripheral hospitals should not be more than three years at a stretch.
To facilitate proper and professional selection for senior positions in the Health Department, a screening committee comprising of Special Secretary (medical), Dean (MAMC), DHS along with 2 -3 other members nominated by Health Secretary will be constituted to suggest names for the post of Director and Medical Superitendents of hospitals.

On administrative grounds, and in exigencies or public interest, the Competent authority may make specific exceptions for transfers by recording the reasons in writing on file.
