e-service enables citizens to get certificates without hassle

With 42,306 certificates disbursed online, the Goa government's e-service initiative has aided citizens of North Goa district by reducing the time required to get them, a senior official said today.
Residence, Income, Divergence, SC/ST certificates besides a document requisite for getting Ration Card are now given online.
As per the recently released data, 42,306 certificates were given online since the inception of this scheme in various panchayats in the district.
"The time for procurement of certificate from the district administration which used to take not less than a week has now reduced to 48 to 72 hours," North District Collector Neela Mohanan told PTI today.
Mohanan said people had to travel to the taluka headquarters to get these certificates and get into rigmarole of procedures, which are currently simplified using basic e-services.
The district administration has put in a system wherein a citizen has to submit application to 'talathi' (in village panchayat) with relevant documents which is then scanned and forwarded to 'mamlatdar' and 'deputy collector'.
"'Mamlatdar' and deputy collector views the application along with attached documents with the talathi's report and then approves or rejects it" she said.
According to the Collector, the approved applications are available for printing at the level of 'talathi' with the facsimile signature of the 'mamlatdar' or deputy collector and then it is issued by talathi along with a stamp and signature.
In this entire process, the citizens are kept in the loop as SMS are bring send about the every step through which the application goes.
Mohanan said citizens can also track movement of their application online.
"There is a huge improvement in the entire process. The time and efforts that citizen had to put in has drastically come down," she added.
'Single Window' has been introduced wherein a citizens
submits the file to Deputy Collector's office from where it would be forwarded to the concern departments.
"The citizen gets update about his file through SMS. Even if he has to submit more documents then he is informed to do so," Mohanan said.
The district administration has also introduced joint inspection of all the departments as against the earlier practise of having individual departments visiting the spot.
As per records 1,874 cases of partition and 571 of conversions were processed online.
She also said the administration also intends to introduce online process for mutation in near future.
