The incident, that left some cops injured, occurred at Sandil village and the proclaimed offender (PO) in a theft case of 2014, Bikram Singh managed to escape from police custody, police said today.
On the basis of a complaint filed by Bhiwani PO Cell ASI Sahab Singh, police has registered case against three persons - Saish, Brajesh, Darshan - and 10 others.
They have been accused of obstructing government work, fighting with government officials, and destroying public property.
Bikram was declared as a proclaimed offender since he had evaded arrest and the police team had gone to arrest him from his village on the basis of a tip-off.
The ASI said they had got hold of Singh and made him sit in the police van when his family and friends including some women pelted stones at the van.
Brikam managed to escape from police custody, he said.
