The DoPT in its office memorandum dated January 21, 2014, told all the ministries and departments of government of India, "to identify scientific posts and technical posts under them and intimate them about such posts which have been exempted from the purview of reservation by February 15."
Citing the DoPTs move as "bizarre and blatant", the forum said that "the review petition itself was decided and disposed off in favour of the Union Of India on January 16," wherein it was left to the Central Government to take a decision as to whether there should be a reservation or super-speciality posts.
"Therefore, it is indeed strange bordering mystery that the DoPT is issuing a memorandum from its archives to facilitate a pathway so as to give effect to impunged order dated July 18, that by the way stand corrected on Jan 16 by the same court," the memorandum said.
"The very fact that it has shown undue hurry and latched on to an invalid direction that was against the grain of reservation make the whole exercise doubtful," it said.
Subsequently, government had filed a review petition before the Supreme Court seeking review of the order of the apex court.
