Police said about 400 workers, including 100 women of TVK (TamilNadu right to livelihood Party), staged a demonstration in front of State Industries Promotion Corporation of Tamil Nadu in that town.
They were protesting against grant of permission to the plant, alleging that it would draw thousands of litres of water daily from Tamirabharani river, affecting farmers.
A large number of police personnel had been deployed on security near the plant.
As they failed to lift the blockade despite repeated requests, police resorted to a lathcharge to disperse them
Party leader Velmurugan, MLA, was among those arrested.
