East Khasi Hills District SP M Kharkrang said GNLA cadre Jasang Ch Marak (29) alias Akilang was arrested following intelligence inputs.
Akilang, a cadre of the outfit from Bokingre Kusumkol, was arrested from Keating Road in the city.
Kharkrang said, Akilang was accompanied by three others, including a 17-year-old girl, who hails from Daina Dubi in Garo Hills.
The other two arrested persons have been identified as Huebirth R Sangma (35) from Shallang village and Charles D Shira (26) of Dalbot Shallang in West Khasi Hills District.
