Govt brought 13 bills in Assembly without referring to Centre

Supporting its decision not to send the Jan Lokpal Bill to the Centre, Delhi government today said as many as 13 finance bills were not referred to the Central Government prior to introduction in the legislative assembly between 1996 and 2013.
According to a list issued by the government, the Bills which were not referred to Central Government mainly pertain to excise, entertainment and luxury tax departments.
The bill includes Delhi Tax on Luxuries Bill (1996), Delhi Tax on Luxuries (amendment) Bill (1996, 2004, 2012) and Delhi Value Added Tax (amendment) Act (2010, 2011, 2012) among others.
Chief Minister Arvind Kejriwal today said his government would not bow down to the Home Ministry's "unconstitutional" order which requires Delhi government to obtain prior approval from the Centre before tabling any bill in the assembly.
Kejriwal, who is keen on pushing the Jan Lokpal Bill through the assembly without going to the Centre first, today met Jung and discussed the issue.
