Govt calls meeting to speed up ACC proposals

A meeting of nodal officers of all central government ministries has been convened to speed up the process of appointments made by the Appointments Committee of Cabinet (ACC).
The meeting will review the working of the ACC Vacancy Monitoring System (AVMS), designed to facilitate monitoring of all appointments done by the ACC.
Citing its earlier communication, the Department of Personnel and Training (DoPT) said it was emphasised that the AVMS was not being used to its full potential.
"With the result that it was not possible for the system to provide any meaningful output which could be used for monitoring vacancies in Central Public Sector Enterprises, autonomous organisations, statutory and regulatory bodies as well as posts in the ministries or departments," said a letter written by the DoPT to all central government secretaries.
In order to monitor the progress made by ministries or departments in this regard, it has been decided to hold meetings with the nominated nodal officers (of Joint Secretary level), it said.
The meeting of the nodal officers will be held between August 25 and 29.
"It is requested that for the meeting, the nodal officers may be advised to bring compliance report regarding uploading or updating of the various data fields.
"The name, mobile number and other details may also be uploaded on the system and the officer should come to the meeting also with these details," the letter said.
A high level meeting on the issue was taken by the Prime Minister's Office on July 25 and August 1, this year wherein it was directed that in future the ministries or departments must update the necessary data fields on a real-time basis.
"Progress in this regard will also be reviewed in a meeting to be convened shortly," it added.
The ACC is headed by the Prime Minister and has the Home Minister as its member.
AVMS was implemented in June 2012 to ensure proper monitoring and updating of information regarding government vacancies.
A nodal officer in each ministry is responsible for ensuring that the information related to vacancies, for which ACC approval is required, is updated in the AVMS.
