His comments came in wake of the five-day long protest by resident doctors across Maharashtra.
"The protest had surfaced the much debated issue of relationship between the doctor and the patient. The acts available for protection of doctors should be effectively implemented. There has to be mutual trust between the doctors and patients," Rao said at a function here.

Rao said one should think about teaching humanities along with regular course of medical education.
"Many a times, absence of a proper dialogue or abrupt communication lead to miscommunication among the patients about the doctors. There has to be empathy as well as proper dialogue with the patients to build a trust," added the Governor.
The resident doctors have been demanding effective implementation of the Maharashtra Medicare Act 2010.
Among others, Maharashtra Minister Girish Mahajan, former Union Minister Sushil Kumar Shinde were present.
