A bench of justices V M Kanade and P D Kode said they would first hear all the parties before deciding on the plea to grant a stay on pending proposals.
The judges also directed Maharashtra government to file their response within a month to a PIL alleging corruption in allotment of public parking slots.
The PIL, filed by Praveen Wategaonkar, alleged that "someone" close to Chief Minister Prithviraj Chavan was taking money for clearing such proposals.
The petitioner filed an additional affidavit, alleging that information obtained through the Right to Information Act revealed that files about allotment were kept pending by the Chief Minister's office for three to 14 months, even after scrutiny by officials concerned.
