The bull fight was allegedly organised yesterday at the fair at Mashobra.
Rohan Chand Thakur, Deputy Commissioner, Shimla said the mela organising committee was asked not to hold bull fights. However, eye-witnesses claimed that the fight was held and the FIR was registered after 'preliminary enquiry', he said.
The FIR has been registered against the organisers of the fair who have been booked under relevant sections of Prevention of Cruelty to Animals Act, 1960 but no one has been named, the police said.
Bull fights were banned by the Himachal Pradesh High Court but the mela committee reportedly organised the event after a lapse of two years citing "pressure from locals" to revive the event, a major crowd puller.
The HC had in 2015 imposed a complete ban on all types of buffalo and bull fights in the hill state, stating that it is against the Prevention of Cruelty to Animals Act, 1960.
