"I am a non-political person and never used Raj Bhawan as the office of political parties and have no inclination towards any political parties. I am working under the ambit of the Constitution," he told newsmen here.
"I am nobody's agent," he said when asked to comment on Congress's accusation against him that he was biased.
Stating that central rule in the state, which was clamped on Republic Day, was for a temporary period, Rajkhowa said the Assembly was not dissolved but was under suspended animation which could be withdrawn at any point of time by the President when the situation became normal.
When his attention was drawn to the fact that there were several cases regarding the state in Supreme Court, the Governor said everybody including him has to abide by the verdict of the apex court.
"There should be a stable government in the state but not like the one for the past several months," Rajkhowa said and appealed to political parties for their "fullest cooperation" and to have patience.
Rajkhowa denied that he had cited cow slaughter as one of the reasons for breakdown in law and order in his recommendation letter to the Centre for promulgation of President's rule in the state as reported in a section of the media and said he had mentioned 'mithun slaughter' in his report.

Rajkhowa said law and order situation in Arunachal Pradesh was under control and providing security to the people was his "topmost priority".
"Rule of the law will prevail in the state and strict instructions have been issued to law enforcing agencies not to harass people in the name of checking and frisking," he said.
