The unregistered vehicle was seized on the Jammu-Pathankot highway in Vijaypur area, a police officer said, adding that the gutka was being transported from Kathua for sale in Jammu.
The seized material and the arrested persons were handed over to the food inspector of Vijaypur area for further action, he said.
Meanwhile, in Chack Drab Khan village of Kathua district, police apprehended one Rakesh Kumar today and seized 90 pouches of illicit liquor from him.
