Jharkhand seeks more fund to modernize police force

Jharkhand Chief Minister Raghubar Das today sought more funds from the Centre to modernise the police force in the Naxal-affected state.
Taking part in the first meeting of the sub-group of Chief Ministers of Niti Ayog, Das also said that for centrally-sponsored schemes, states should be given the right to take decisions based on local needs and circumstances.
"In a state which is affected by extremism, it is very essential to modernize the police force. For this, we should get special assistance from the Centre," Das said.
Das said that for issues related to centrally-sponsored schemes, the right to make decisions based on local needs and situations should rest with the states.
He said that the Centre can provide a policy roadmap but for implementation of this diverse work, the responsibility should given to the states.
Noting that at present the authority to give approvals to Detailed Project Report (DPRs) for various schemes lies with the Centre, Das stressed on the need of giving the right to states to make that decision.
Das stressed on the to simplify the mechanism of releasing money to states and said in case they fail in utilizing all the money, then the unused revenue should be put in non-lapsable pool so that the same state can get it.
The first meeting of the sub-group on rationalisation of centrally-sponsored schemes was held under the convenership of Madhya Pradesh Chief Minister Shivraj Singh Chouhan.
Apart from Jharkhand, Chief Ministers of Arunachal Pradesh, Jammu and Kashmir, Jharkhand, Nagaland, Rajasthan, and LG of Andaman amd Nicobar attended the meeting.
NITI Aayog will set up a working group to prepare a draft report on how to make implementation of centrally- sponsored schemes more effective by taking into account suggestions made at the first meeting of the sub-group of Chief Ministers.
