"A high-powered committee headed by JK Chief Secretary Madhav Lal has yesterday finalised the department-specific instruction-cum-guidelines manual for transfer of power to panchayats with directions for strict compliance," an official spokesman said here today.
The Chief Secretary had series of meetings with administrative secretaries in this regard to crystallise the recommendations towards empowering the panchayats into action, he said.
The Committee held detailed deliberations to address department specific issues regarding transfer of funds, functions and functionaries and to simplify the entire decentralisation process for its easy adoption and implementation on ground, the spokesman said.
It also dwelt on the aspect of dovetailing of resources and effective collaboration between departments serving common interests.
