The 19-year-old 'Baby' hitmaker angered his fans by failing to appear on time at the Sevens Stadium as part of his 'Believe' world tour, reported Digital Spy.
The audience began to hoot at against Bieber as organisers kept telling the crowd that he "was on his way".
"I think it is disgusting that he can be over two hours late and he keeps on doing it. Who do these pop stars think they are?" an angry fan said.
Bieber's late arrival in Dubai comes after he kept his fans waiting two hours at the O2 Arena on March, 4 in London.
