He alleged that people of Gurgaon were suffering due to the "oversight" of the previous government, which, during its 10-year regime, issued 1,100 licences for residential and other schemes without taking into consideration traffic and other basic amenities.
The Chief Minister was speaking at 'Workshop on Capacity Building in Traffic Management in Gurgaon and Faridabad' in Faridabad.
He said the process was underway to fill up 7,000 posts of constables in Haryana Police and recruitment would also be carried out to fill up 500 to 700 new posts.
Laying emphasis on development of metro and railways apart from construction of roads, Khattar urged experts and administrative officers, present on the occasion, to come up with their suggestions for ensuring smooth flow of traffic.
He said the construction of Northern Peripheral Road-Southern Peripheral Road would reduce traffic pressure in Gurgaon and Faridabad.
The construction of flyovers on IFFCO Chowk, Signature Tower and Rajeev Chowk would also help in improving management of traffic in Gurgaon, he asserted.
Khattar lauded experts for their suggestions, such as development of traffic management centre and deployment of additional labour.
