"Parents should take responsibility of what their children are doing. Many parents are not even aware of what their children are upto," Bedi told reporters when asked to comment on the incident.
A 19-year-old biker was killed on Sunday and another injured when police opened fire during an attempt to stop a large group of youths from performing dangerous stunts in the high-security area of Delhi.
Describing the incident as tragic, Bedi said dangerous biking is a criminal offence.
"The first preventers of any crime are parents, teacher and social leaders. Parents and teachers should educate their children. People go to mosques, churches, temples and mosques - there also they should be taught on how to be a good citizen," she said.
