The government is looking at labour mobility and skill portability to bridge the gap between demand and supply of skilled workforce, and plans to turn the massive young population into a demographic dividend.
"We feel that labour mobility is a very appropriate policy instrument to address the demand and supply mismatch arising out of the diverse demographic condition in different countries," said a statement quoting Labour Minister Bandaru Dattatreya addressing 5th ASEM Labour and Employment Minister's Conference in Bulgaria.
The minister said, "We would like this forum to support labour mobility and skill portability to address the mismatch in the demand supply equations for skilled labour."
He further said, "We recognise the opportunities and challenges posed by the presence of massive youth bulge in our population. Our efforts are directed at converting this into a demographic dividend through a mix of policy initiatives addressing both demand and supply challenges, while at the same time improving public employment services and strengthening Labour Market Information System (LMIS)."
"We are among the youngest nations so far as demography is concerned. 65 per cent of our population is under the age of 35 years. Our dependency ratio is one of the lowest in the world and will continue to be so far another couple of decades. We also have a huge domestic market to promote and sustain consumption-led growth," he added.
"Government of India has adopted a focussed approach in its reform process at every level to ensure transparency and accountability while ensuring that the compliance is made easy and effective. A series of labour reforms has been initiated to promote ease of compliance without compromising the interest and welfare of workers," he said.
