"The law and order situation of the state is not upto the mark...The state is lagging behind on the front of development and higher education", Naik said.
The governor said agriculture production is declining although fertility of land and irrigation facilities in the state are adequate.
"It is not the state government which is alone responsible for development, participation of people is also necessary", the governor said.
Earlier today, addressing the 12th convocation of the MJP Rohilkhand University, Naik said, "degree is not just a piece of paper...The benefit of education that has been received, must also reach the people".
Efforts are on to regularise session and create proper atmosphere for higher education in the state, he said.
Naik said Rohilkhand University is among the three Universities of the state which are running their academic sessions properly.
