The Expenditure Finance Committee will be headed by Chief Secretary S K Srivastava, and will comprise Principal Secretary (Finance and Planning) Dr M M Kutty, Principal Secretary (PWD) Arun Baroka, Director Planning BK Sharma among others.
As per limits fixed for approving expenditure on capital works, the HOD of the concerned department is competent to approve expenditure sanctions for works up to Rs 5 crore.
For works more than Rs 5 crore up to Rs 10 crore, the Finance Department is competent to approve the expenditure.
Works involving expenditure of more than Rs 100 crore value will need the approval of the cabinet, and in absence of a cabinet, Lt Governor's approval is required.
