Madras High Court stays CAT order

Madras High Court today stayed an order of Central Administrative Tribunal quashing the conferment of IAS on D Jagannathan, Namakkal District Collector.
Admitting a petition by Jagannathan, a Division Bench comprising Justice Elipe Dharmarao and Justice M Venugopal stayed the operation of the order issued by Madras Bench of CAT yesterday.
The CAT had set aside the 2010 government notification conferring IAS on Jagannathan on a petition by another official S Sattanathan who had alleged that Jagannathan lacked integrity and was found guilty of tampering his own Annual Confidential Reports.
In his petition, Jagannathan contended that the selection committee decision (on conferment of IAS) can be challenged only on ground of mala fide and Sattanathan had not made out any case for reversal of his elevation.
He prayed the court to quash the order of CAT.
