According to police, accused Rocky had killed 55-year-old Nand Ram on June 2 after a scuffle broke out between them when the accused had gone to DDA's CWG office in Munirka.
The incident had came to light on June 3 morning when the police had received a call that Ram's body was lying inside the DDA office.
Deputy Commissioner of Police (South) Prem Nath said that Rocky was arrested yesterday and during interrogation, he has disclosed that he used to consume liquor with Ram in the DDA office.
The police said that with an intention to have more liquor, Rocky again went to Ram's room where the victim was about to sleep.
"On this issue, Rockey had arguments with Ram which finally led to a scuffle between them. During scuffle, the accused caused injury on the throat of Nand Ram with a broken whisky bottle and also throw a cemented slab on his head," it said.
The police said Rocky left the spot after he realised that Ram had died.
