The arrested person has been identified as Krushna Chandra Sahu (55) of Barpada village, said Sudarshan Behera, Divisional Forest Officer (DFO) of Cuttack.
Sahu has confessed to have committed the crime, the DFO said adding a case under Wild Life Protection Act, 1972 has been registered against him.
A local court rejected his bail plea and remanded him to judicial custody.
Sahu was taken into custody after the alleged presence of BJD legislator Pramila Malik at Makar Sankranti festival function at Baruneswar mela where the Bulbul bird fight was organised. Opposition parties demanded action against the legislator.
