MHA note for new govt:security vacuum continues in many states

The Home Ministry has flagged security vacuum, lack of infrastructure and poor communication network as the key challenges in maintaining law and order in many states in the present scenario.
In a report prepared for the next government, the Home Ministry said states like Chhattisgarh, Jharkhand, Odisha and Bihar have many areas where presence of security personnel is very thin and there is urgent need to fill all such security vacuum.
The report, submitted yesterday as per the directive of Cabinet Secretary Ajit Seth, also mentioned that lack of infrastructure like roads, bridges, police stations, security posts in many states have been hampering in maintaining internal security.
Poor mobile phone connectivity has been mentioned another area where emphasised needed to be given by the government as communication is another key element in smooth functioning of police network.
The Cabinet Secretary will prepare a comprehensive dossier on the basis of the reports of all Ministries and Departments and present before the next government.
In his letter to the Ministries on March 13, the Cabinet Secretary asked them to prepare summary of their works and schemes to brief the new cabinet as soon as it assumes charge.
The Cabinet Secretary had also asked the Ministries and Departments to prepare notes on status of schemes and programmes being implemented by them, how the works are progressing and if there is any delay, the reasons for it.
The move seems to be an exercise to facilitate a swift understanding about various plans, programmes and action initiated by the incumbent government.
