Minister objects to changes in order of business in Council

Maharashtra Minister Deepak Kesarkar today raised objection to the reshuffling in the listed order of calling attention notices in the Legislative Council.
The issue cropped up when Deputy Chairman Manikrao Thakre ruled that a said notice will be taken up for debate only when Chief Minister Devendra Fadnavis comes to the House.
Kesarkar, the Minister of State for Home (Rural), said the member (who gave the notice) should have been present in the House for taking part in the debate.
He said ministers have to attend proceedings in the Legislative Assembly as well. "Ministers have to make preparations for replying to debates."

Sunil Tatkare (NCP) objected to Kesarkar's statement arguing the minister was not doing the House a favour by remaining present.
Kesarkar urged the Chair to have a proper floor coordination.

"In the assembly, if the member concerned is not present when his notice is called for debate, the notice automatically gets lapsed," the minister maintained.
Earlier, leader of the house and Minister for Cooperation Chandrakant Patil said some members begin the debate and insist on a reply only from the Chief Minister.
Anant Gadgil (Congress) said many of his calling attention notices were approved but were yet to be listed in the House for discussion.
