Talking to reporters in Jhapa district in eastern Nepal yesterday the former prime minister alleged the UCPN-Maoist of raising unnecessary issues in an attempt to foil the constitution writing process.
He was in Jhapa to attend the zonal level party cadres' training in the neighbouring district.
He said that NC was flexible regarding the issue of promulgating a democratic Constitution within the scheduled date, but the progress is hampered due to the stubbornness of the UCPN-Maoist.
Deuba said that the new Constitution would be promulgated on time as per the mandate of the people.
The disputed issues of the new constitution would be finalised through dialogue as most of the issues have been already settled, he said.
Nepal's political parties are yet to agree on forms of governance, number of federal units and electoral system to be incorporated in the new constitution.
