NHRC issues notice to Delhi govt and Police

National Human Rights Commission has issued notices to the Delhi government and Police over reports of inaction in a case of sexual assault of two blind students and sought a report from them within two weeks.
According to an official statement released today, the notices have been issued to the Secretary, Department of Social Welfare, Government of NCT of Delhi and Delhi Police Commissioner calling for reports within two weeks.
The notices were issued after the Commission took suo motu cognizance of a media report that police is yet to register an FIR in connection with the alleged sexual assault of two blind students by their teacher on Children's Day-2013 in Delhi. They were studying in class three.
According to the media report, the incident had happened at the Institution for the Blind in Amar Colony in Delhi last year, on November 14, 2013.
"The victim boys were residents of the institution's hostel. They, with the help of their classmates, wrote to the Vice-Principal about the incident but the Institute appeared to have hushed up the matter. The police was called but nothing was done except issuing a show cause notice to the teacher who is also visually impaired," the statement said.
Nine months after the incident, the school authorities finally filed a complaint in the matter as the alleged perpetrator had signed a confession statement and two School Committees had also indicted him, the statement added.
The Commission has observed that the contents of the press report, if true, raises serious issue of violation of human rights of the children.
