No security cover without prior approval of HQ: CP orders

In order to regulate the security cover given to protectees in the national capital, the Delhi Police has asked all its zones not to grant personal security without prior approval of the Headquarters.
In a letter written to all district units, Delhi Police Commissioner B S Bassi has given a standing order to the Additional Commissioners of Police and Deputy Commissioners of Police that they cannot provide security to any individual without prior approval of the Special Commissioner of Police (law & order), who would later send his recommendations to him for final decision.
Bassi said that on several occasions in the past, the District and Unit Additional CPs/DCPs have provided security cover to individuals on their own without seeking approval from the Police Headquarters.
He said that PSOs are provided only after comprehensive assessment of threat perception conducted by the MHA or the Special Cell or on the basis of orders of the courts.
"The standing order is being issued to regulate the grant of personal security (or additional personal security cover), as the case may be, by the District/Unit Addl. CsP/DCsP to individuals over and above scale laid down by under the orders of the MHA or PHQ."
"No police officer or personnel shall be deployed as PSOs or for any security duties with any individual by the District or Unit Addl. CPs/DCsP without the prior approval of the Special CP (Law & Order), who in turn shall seek the approval for such deployment from the Commissioner of Police immediately," Bassi said in his order passed on May 5.
