Odisha's fiscal performance shows upward trend

Revenue collection jumped by around 15 per cent in Odisha, while expenditure in different programmes rose by 23 per cent up to July this fiscal, showing an upward trend in the state's fiscal performance.
"Fiscal performances of the state till July showed an upward trend with simultaneous increase in both utilisation of budget allocations and revenue augmentation," said an official statement after a review in all secretaries meeting chaired by Chief Secretary A P Padhi here today.
Expenditure in various programmes up to July, 2017 recorded an increase of around 23 per cent in comparison to last year. The programme expenditure increased to Rs 16,305 crore by the end of July 2017 compared to Rs 13,209 crore during the same period last year, it said.
In tune with expenditure, revenue augmentation till July, 2017 also rose by around 15 per cent. The Total revenue collection up to July, 2016 was around Rs 8492 crore which increased to around Rs 9766 crore by July, 2017, it said.
Review of fiscal performance revealed overall increase of around 8 per cent in total budget utilisation up to July this year in comparison to the corresponding period of last fiscal. Total expenditure up to July, 2017 was around Rs 26,921 crore against Rs 24,918 crore up to July, 2016.
The Expenditure in Agriculture & Allied sector was around Rs 4327 crore, an increase of over 22 per cent over the corresponding period of last fiscal. The expenditure in this sector mainly includes the programmes being executed under the departments of Agriculture & Farmers welfare, Water Resources, Fisheries & Animal Resource Development and Cooperation.
Budget utilisation in social sector has been to the tune of Rs 7154 crore up to July of current year against total spending of Rs 4693 crore during the same period of last financial year thereby showing an increase of around 52 per cent.
Own Tax revenue has grown by around 12 per cent with total collection of Rs 7552 crore and Non-Tax Revenue by around 26 per cent with total collection of Rs 2214 crore.
Disposal of grievances received through e-abhijog was reviewed in the meeting. Chief Secretary advised the Principal Secretaries and Secretaries of various departments to regularly review the progress in this matter, it said.
Principal Secretary Finance Tuhin Kanta Pandey presented the fiscal updates, while Chief Secretary Padhi directed all departments to keep track up Central allocations and follow up the pending allocations through use of the online Public Finance Management System (PFMS).
