"Pakistan is not a friend but a neighbouring country. India wants good relationships with all neighbouring countries, but not at the cost of security," the MoS in the Ministry of External Affairs said while talking to reporters here.
He said Pakistan should also think what type of relationship it wants with its neighbour.
