He said the previous ruling parties used people just as a "vote bank" and had always worked to create rift between different communities on the basis of caste and regionalism.
The Chief Minister was addressing a public meeting at Pehowa assembly segment today.
He said that the BJP government belonged to all.
"In the democratic setup, the government is meant for the welfare of all people whether they had exercised their franchise in favour of or against a particular political party," he said.
About 4,000 announcements that have so far been made and the ones that are likely to be made up to December 25, would be completed by the government by the end of next year, he said.
He announced several welfare projects worth crores of rupees, including Rs 15 crore for development of rural areas of Pehowa Assembly Constituency and Rs five crore for urban areas.
The Patiala-Haridwar National Highway, which would pass through Pehowa, would be made four-laned.
He said that Saraswati Tirath would be developed by the Haryana Saraswati Heritage Development Board, and it would be linked with Krishna Circuit to give it a major boost as a tourist destination.
He also announced Rs 11 lakh and Rs five lakh for Gaushalas located at Pehowa and Ismailabad respectively.
He said that development works were being carried out throughout the State and works to the tune of Rs 185 crore had already been carried out in Pehowa.
Referring to the mantra of Prime Minister Narendra Modi, 'Na Khaunga, Na Khaane Dunga' (neither will I take bribe, nor will I let anyone take bribe), Khattar said both the central and state governments were working to check corruption at all levels.
As corruption flourishes with cash transactions, the Prime Minister had taken the significant decision to demonetise old high-denomination currency.
If online payment system is adopted, officials would not be able to accept bribe in lieu of official duty, he said.
