PIL in HC seeks definition of internal and external enemy

A petition was today filed in the Delhi High Court seeking a direction to the central government to formulate exhaustive definition explaining the difference between an 'internal enemy' and 'external enemy'.
The plea claimed that there was no definition in the law regarding 'internal enemy' and 'external enemy' and the government should clarify its definition as now, "enemy is hiding within the country itself" which is more dangerous than the enemy across the border.
The plea was filed in the wake of an RTI reply received from Ministry of Home Affairs (MHA) stating that there is no information regarding definition of 'soldier', 'sainik', 'fouji' or 'jawan' and also about difference between internal and external enemy.

It sought a direction to the government to clearly specify which armed force personnel would come under the ambit of 'soldier', 'sainik', 'fouji' or 'jawan' in the country.
The petition, filed through advocate Abhishek Kumar Choudhary, also sought a direction to the government to "grant equal financial compensation/benefits to all armed forces personnel at par with other armed forces personnel and uniformed personnel who also come under the definition of 'soldier', 'sainik', 'fouji' or 'jawan'."
It also said that government should be asked to constitute a regulating body to supervise proper disbursement of funds collected within the country and from abroad on the name of welfare of soldiers or his families in equal proportion.
