Justice V Dhanapalan and Justice V M Velumani directed that the petition be posted before a single judge as it could not be taken as a PIL.
The petitioner M K Ramasamy submitted that as per the rules given in the prospectus, if two candidates obtain equal aggregate marks of 200, then the rank of such candidates would be determined as per the five clauses.
The clauses are (1) percentage of marks of class 12 in biology or botany and zoology be taken together, (2)percentage of marks in chemistry be taken, (3) percentage of marks in fourth optional subject would be considered, (4) date of birth (weightage given to seniority) be considered and (5) computerized random number be assigned.
The petitioner submitted that he had suggest to the Secretary of the Health Department and Secretary of the Selection Committee to amend the determination of ranks of candidates obtaining equal marks and determine selection of candidates based on the marks obtained in Tamil language in class 12 for the year 2015-16.
He said the authorities so far had neither accepted or rejected the suggestion and sought a direction from the court to them.
