The video surfaced on Saturday and the incident is reported to have occurred near Sardarpur Bazaar, Sector 45, in Noida.
The video was shared by the Fauna Police, an organisation that focuses on addressing human threat to fauna, and the Humane Society International (HSI) India.
"HSI India is offering a reward of Rs 50,000 for information leading to the identification, arrest and conviction of a person seen in a video standing and strangling a street dog," the HSI India said in a statement.
It said that in the video, one foot of the perpetrator was on the dog's abdomen, making it immobile, and the other on the dog's neck, effectively throttling it.
