Stating this here today, a spokesman of Revenue and Disaster Management Department said that the state government had implemented Property Registration System in the state.
He said that the citizens would be able to generate stamp papers by using e-GRAS server of Finance Department at even their home or office by paying stamp fee through internet banking.
This would not only abolish the usage of security printed stamp papers, but would also eliminate the frauds concerning to fake stamp papers, he said.
He said that the state government has made mandatory e-stamping in districts of Faridabad, Gurgaon, Sonipat and Panchkula.
The name and address of the purchaser, purpose of purchase get printed on the stamp paper and record of same remains available in the system.
The purchaser is required to provide their cell phone number and could generate stamp only after one enters the code sent on the cell phone through SMS.
He said that the registering authority is required to deface the stamp paper online and indicate the defacement to the purchaser.
The details of purchaser, purpose of purchase and date of purchase could be verified online by any citizen by logging to e-stamping site and entering the stamp paper code indicated on the stamp paper.
The system would also indicate if the stamp paper has already been defaced by some authority, thus a person cannot use the same stamp paper more than once.
He said that in case of fraudulent transfer of property by unauthorised persons, the system would be able to track the purchaser through cell phone number and Internet connection used for generating stamp.
The e-Stamp amount goes to the government's account.
He said that citizen or public could generate e-Stamp from home, cyber cafe, e-Disha help desk and Common Service Centres using the e-GRAS portal of Finance Department.
Apart from this, the stamp vendor could also generate e-Stamp and provision of their commission was available in the software.
In case of affidavits, the concerned person is asked to enter office or department and purpose where it would be submitted to avoid duplicate usage.
