Development work in the state had grinded to a halt and there was mismanagement in every government department under the ineffective SP dispensation, Punia told reporters at the Circuit House here.
He said it appeared as if Chief Minister Akhilesh Yadav had little control over his government.
The weaker sections and Dalits in the state, too, have been affected by the abysmal law and order situation in the state, Punia said.
Responding to a separate query, he said that there was a general consensus amongst Congress supporters for having party vice-president Rahul Gandhi as their prime ministerial candidate for the forthcoming Lok Sabha polls.
