The 16-year-old girl from East Sikkim district said in her complaint that the accused had molested her on February 17 in the hostel of a coaching institute, run by him.
The alleged victim, a medical aspirant, was a student of the institute.
The official was arrested a week later based on a complaint filed by the girl's parents.
"Students from the hills and Northeast have always been targeted in the plains. We have had cases of Sikkimese girls being raped in Gurugram and then thrown on the road. What are the law enforcers in these areas doing," S. Subba, a student of Sikkim Government College, said.
