Babu Khan, a native of Bareilly in Uttar Pradesh, was involved in the illegal trade of opium and heroin for 30 years, they said.
Earlier, he received opium illegally and processed it to convert it into heroin.
Thereafter, Khan started purchasing ready-made heroin from other Bareilly and Badaun based suppliers and supplied it to drug dealers, the police said.
In July, the Special Cell arrested three smugglers and recovered five kilograms of heroin and opium from them, Sanjeev Yadav, Deputy Commissioner of Police (Special Cell), said.
It was found that he was staying in a rented house in Qila Chhawni near Makan Nai Masjid in Bareilly.
A raid was conducted at his house and he was arrested on October 24, the DCP said.
