The accident took place last night near Kabaraut village in Shamli district, SHO Avinash Gotem said.
The deceased were identified as 28-year-old truck owner Pankaj and 38-year-old driver Manoj, both from Delhi's Govindpuri.
A case has been registered against unknown persons as the driver of the other vehicle is absconding, Gotem said.
The truck, carrying goods, was going to Ghaziabad from Punjab.
The half-burnt bodies of the deceased have been sent for post-mortem, police said, adding that the probe is on.
