During checking of vehicles in the district ahead of the 'Mahashivratri' festival, a police team noticed a car parked near MMG hospital here, in which two youths were sitting, City SP Akash Tomar said.
Upon questioning, the duo could not give a satisfactory reply to why they had parked their car there, following which they were detained, the officer said.
They were arrested after two pistols and cartridges were seized from them, he said.
During interrogation, the two youths, both native of Muzaffarnagar district, confessed that they were contract killers and had come here to kill a person, Tomar said.
