The sub-committee under UGC's anti-ragging monitoring committee would also review the anti-ragging regulations with amendments to the rules by including words such as race, racial, ethnic, ethnicity, transgender, stalking with harsher punishment.
The decision to set up the sub-committee under the chairmanship of principal of Ramjas College Rajendra Prasad was taken 17th Meeting of Anti-ragging Monitoring Committee last month.
Expressing concern over the incidents of ragging especially in states such as Uttar Pradesh and West Bengal, the committee emphasised that the HRD Ministry should write to the concerned Chief Ministers if there is no response to UGC's communications at the UGC chairman's level to the chief Secretaries or the education secretaries, said the minutes of the meeting.
The committee also suggested that UGC or the HRD Ministry write to bodies out of its purview such as Sports Authority of India for taking action against ragging including filing and follow-up of FIR on ragging cases.
At the meeting, Medical Council of India representative agreed to examine the admission brochures, prospectus, booklets from all medical colleges to check the inclusion of specific information on anti-ragging.
The committee recommended that UGC should set aside Rs five crore from its plan budget annually for media publicity to promote the 'national programme on prevention of ragging.
