Special Secretary (Home) Arun Kumar Mishra and IG (Crime) Ashish Gupta said this today at a joint press conference here, without elaborating the reasons for this denial.
"The state government has denied permission to CBI to prosecute the officer (Goud)," they said.
Goud, an IPS officer, is among the 11 policemen accused in the fake encounter of a businessman Mukul Gupta. The Allahabad High Court had ordered a CBI inquiry into the killing.
Gupta, as police claimed, was going for a bank robbery with an accomplice Pankaj Singh when he was shot dead on the Bareilly-Delhi road on June 30, 2007.
In 2011, the CBI lodged an FIR in the case against 11 policemen, including Goud.
