"Shukla was a popular leader and efficient administrator whose death is an irreparable loss to India's political world," Qureshi said in his condolence message.
State Congress chief Yashpal Arya described Shukla as a fearless leader whose death was a great loss to the nation.
Rajasthan Chief Minister Ashok Gehlot expressed grief over Shukla's demise and said the Congress leader served the country as an alert public representative and with dedication and commitment.
He said the country has lost an experienced administrator and popular personality with the death of Shukla.
In a condolence message, Bajwa said Shukla had played an important role in nation building. "He was known for his honesty and integrity," he said.
