The incident occurred at Maanpur Fali village under Gangoh police station limits of Saharanpur.
Rakesh Bala, the village head, was at her home when the men arrived in a car and stopped by her house. They engaged her in a conversation and were soon offered tea, Senior Superintendent of Police (SSP) Luv Kumar said.
As she came out with tea, the men took out guns in a filmy style and opened fire on Bala, leaving her dead on spot, the SSP said, adding the assailants then fled.
So far the police have got no clue about the assailants.
Meanwhile, tension gripped the village and nearby areas. Police have deployed extra security in view of the tension, the SSP said.
