Cms Meet On June 25 To Review Centre-State Ties Relations

Rajasthan Chief Minister Bhairon Singh Shekhawat has convened a meeting of chief ministers of Maharashtra, Uttar Pradesh, Delhi, Punjab and Haryana here on June 25 to discuss centre-state relations and decreasing central support to state plans.

Centre-state relations in context of the Sarkaria Commissions recommendations and the Centres policy of economic liberalisation are on the agenda for the meeting. The problems created by usurpation of powers of the state governments by the Centre in cases of environment and mining laws will also be discussed, official sources said yesterday.

The other issues to be discussed are the decrease in central support for plan development besides the decreasing proportion of grants by the Centre to states resulting in the states dependence on borrowings.

The meeting is also likely to review the mode of private participation in the power sector.

The delay in clearing state government proposals in areas related to upgradation of infrastructure would also be discussed, the sources said.

The Chief Ministers meet will be preceded by the meeting of the chief secretaries of these states on June 24 which is likely to evolve a `common action programme for simplification of procedures and rationalisation of sales tax structure and ways to remove hurdles in inter-state trade.

The common action programme would also include inter-state coordination and sharing of intelligence information for better maintenance of law and order.

An action plan for female literacy and family welfare is also likely to be drawn up by the secretaries. The officials of the participating states have been suggested to make brief presentations about the innovations introduced in public systems in their respective states so that other states could benefit f rom their experiences. The chief secretaries meeting would also discuss improvements in delivery systems and review the existing machinery for redressal of public grievances in each state. Transparency in administrative process through sharing of information is also on the agenda of the officials meeting.
