The BJP manifesto expresses concern over inordinate delays in the Light Combat Aircraft (LCA), nuclear submarine, guided missile and other defence research programmes.
The partys stand contradicts that of the Congress and United Front, which have been heaping laurels on the Defence Research and Development Organisation (DRDO) for achieving self-reliance in defence hardware. The manifesto held inadequate budgetary support and lack of political will responsible for delays.
It promised a National Security Council to undertake a strategic review and constantly analyse security, political and economic threats.
It also promised to increase the range and accuracy of the Agni ballistic missile and induct force multipliers like battlefield surveillance systems and air-to-air refuelling and to exercise the option to induct nuclear weapons.
While asserting that foreign policy would continue, the manifesto said it will seek the active support of the Bangladesh government to curb illegal infiltration into India.
On Science and Technology, the manifesto said at least 15 time-bound national science missions should be launched to harness the fruits of research for welfare.
It promised grants to restore university and national laboratory infrastructure.
