There is, however, still hope for MTNL. Sodhi has said that this order should not be seen as an indication of TRAIs opinion on the need and timing for entry of additional service providers in the Indian market nor a statement on MTNLs ability. The Cellular Operators Association of India (COAI) had challenged MTNLs entry into the cellular market projected to grow to a size of Rs 2,600 crore in Delhi and Mumbai by 2000 saying that it goes against the licence pacts they have signed with DoT which allow only two operators in a service area. But now, its MTNLs turn to seek legal action. It has decided to appeal against the TRAI order in the Supreme Court.
