About joining the Congress, hegde clarified that what he said was that the Congress party was a stabilizing factor and it should not be disintegrated. It did not mean that he intended to join the party. He said the Congress had contributed to national integration and consolidation of secular forces. Hegde said the Congress and the BJP were the only parties with a national outlook while the regional parties had no role in national politics, Hegde said.
He said his party would launch a state-wide movement if the state government failed to implement the decentralisation of powers to panchayat raj.
The Janata Dal government in Karnataka was not showing seriousness in implementing the decentralisation of powers to local bodies as promised during the last elections.
