Underwater trains may soon be a reality under the Atlantic and may link Manchester and New York.
The "underwater Concorde" is among several wacky proposals submitted for inclusion in the group's report, The Great North Plan, the Daily Star reported.
Director of Institute for Public Policy Research (IPPR), Ed Cox asserted that the north of England needs a pipeline of proposals for future investment to not only ensure on-going investment, but also shape the kind of economy the north needs.
The plan even envisages a new railway tunnel under the Pennines between Manchester and Leeds.
